The seat had become vacant when the sitting ConservativeMember of Parliament (MP),John Tinne hadresigned his seat on 3 June 1931. Tinne had held the seat since the1924 general election.
The Conservative candidate wasRonald Nall-Cain, a wealthy barrister and aHertfordshire County Councillor, while theLabour Party selected S.L. Treleaven. Neither candidate had previously stood for Parliament.
