The incumbentgovernor of VirginiaJames Barbour was ineligible for re-election due to term limits established by theConstitution of Virginia. The election was conducted by theVirginia General Assembly in joint session.[3] No candidate had a majority after the first ballot, requiring a second round of voting.[5] Nicholas was elected with a majority on the second ballot.[4]
