Gregory Alan Phillips (born August 17, 1960) is an American lawyer who serves as aUnited States circuit judge of theUnited States Court of Appeals for the Tenth Circuit and formerWyoming Attorney General.
Phillips was born on August 17, 1960, inLittleton, Colorado and grew up inEvanston, Wyoming. He received hisBachelor of Science degree, in 1983, from theUniversity of Wyoming. He received hisJuris Doctor,cum laude, in 1987, from theUniversity of Wyoming College of Law, graduatingOrder of the Coif. He served as alaw clerk to JudgeAlan Bond Johnson of theUnited States District Court for the District of Wyoming from 1987 to 1989. In 1989, Phillips joined his father and brother in their general law practice in Evanston, handling a broad range of civil matters, includingconstruction law,bankruptcy law,Social Security Disability Insurance claims,employee benefits disputes, andwhite collar criminal defense.[1] From 1993 to 1999, he also represented with15th district of theWyoming State Senate inUinta County.[2] Phillips opened the law firm of Mead & Phillips in 1998, handlingcivil litigation and prosecutingMedicaid reimbursement claims on behalf of Wyoming. In 2003, he joined theUnited States Attorney's Office for theUnited States District Court for the District of Wyoming, handlingcriminal prosecutions andappeals on behalf of theU.S. Government. In March 2011, he was appointed to serve asAttorney General of Wyoming byGovernorMatt Mead, representing the state of Wyoming before state and federal courts, serving until July 9, 2013.[3][4][5]
On January 31, 2013, PresidentBarack Obama nominated Phillips to serve as a United States Circuit Judge of the United States Court of Appeals for the Tenth Circuit to the seat vacated by JudgeTerrence L. O'Brien, who assumedsenior status on April 30, 2013. His nomination was reported by theSenate Judiciary Committee by avoice vote on April 18, 2013.[3] His nomination was confirmed on July 8, 2013, by an 88–0 vote.[6] He received his commission on July 9, 2013.[5]
