The Collegium of Foreign Affairs was created byPeter the Great as part ofhis government reforms to replace the existingposolsky prikaz, withFyodor Golovin serving as its first president. It functioned as Russia's foreign ministry until it was replaced by the newMinistry of Foreign Affairs in 1802, and continued to exist as achild agency of the ministry until it was abolished in 1832.
