The1978Virginia State Elections took place onElection Day, November 7, 1978, the same day as theU.S. House elections in the state. The only statewide elections on the ballot were one constitutionalreferendums to amend theVirginia State Constitution and onestatutoryreferendum. Because Virginia state elections are held on off-years, no statewide officers or state legislative elections were held. All referendums werereferred to the voters by theVirginia General Assembly.[1]
Thisamendment asked voters to give theVirginia General Assembly the ability to permit certaintax exemptions forproperty which has undergone substantialrenovation, rehabilitation or replacement necessitated by age and use.

This referendum asked voters to legalize and regulateparimutuel betting onhorse racing in Virginia. Although this measure was rejected by voters, it was approved 10 years later in1988.
