- get scheduling parameters

Thesched_getparam() function returns the scheduling parameters of a process specified bypid in thesched_param structure pointed to byparam. The only requiredmember ofparam issched_priority.
If a process specified bypid exists and if the calling processhas permission, the scheduling parameters for the process whose process ID isequal topid will be returned.
Ifpid is 0, the scheduling parameters for the calling process willbe returned. The behavior of thesched_getparam() function is unspecified if thevalue ofpid is negative.
Upon successful completion, thesched_getparam() function returns0. If the call tosched_getparam() is unsuccessful, the function returns-1 and setserrno to indicatethe error.
Thesched_getparam() function will fail if:
The requesting process does not have permission to obtain the scheduling parameters of the specified process.
No process can be found corresponding to that specified bypid.
