Microsoft's 'Cognitive Services Text to Speech REST' API <https://learn.microsoft.com/en-us/azure/cognitive-services/speech-service/rest-text-to-speech?tabs=streaming> supports neural text to speech voices, which support specific languages and dialects that are identified by locale.
