William E. (Bill) Toikka,
an American electrical engineer, computer scientist, chess player and former chess programmer, associated withApplied Data Research inPrinceton, NJ. As member of theengineeringhonor societyTau Beta Pi, he graduated fromLehigh University in 1962[1][2].

CHAOS

Along withFred Swartz,Victor Berman,Joe Winograd,Mike Alexander andIra Ruben, William Toikka was co-author of the chess programCHAOS[3] , whose development started atRCA Systems Programming division inCinnaminson, NJ. CHAOS was one of the strongest programs of the 70s and early 80s, using an unique, knowledge based and selectivebest-first, iterative widening approach[4] , keeping thesearch tree in memory.
